38. Is the Globe receiving a cultural subsidy for its use of the Anik satellite?

Are the Globe and Mail, TSN, MuchMusic, WTN and Canadian Press/Broadcast News and other non-crown corporations paying their fair share of the reported $300 million construction/launch costs of the Anik E-1 satellite? Was this originally a high-tech developmental project that Canadian taxpayers sponsored?
Please re-assure us that the Globe and Mail is not benefiting daily from one of those unnecessary deficit creating, public subsidies - a possible market-distorting cultural subsidy no less - that your various correspondents repeatedly rail against.
